feat(mysql): 新增 MySQL 配置及数据库连接池支持

- 新增 application.yml 文件,配置 MySQL 连接参数及环境变量支持
- 实现 YamlLoader 模块,支持从 yaml 配置读取并解析带环境变量的值
- 新增 MySQLConnectionPool 类,使用 dbutils.pooled_db 实现连接池管理
- 支持单条、批量插入与更新,含重复条目智能处理和事务控制
- 实现连接池健康检查和安全的 SQL 标识符校验
- 新增 myspls_spider.py 爬虫主程序,基于连接池完成数据获取和存储
- 采用 loguru 记录日志,支持重试机制保证任务稳定运行
